The part most buyers do not know
A storm drain is not a sewer. Sanitary sewer goes to a treatment plant; storm drainage goes, essentially untreated, to the nearest bayou, creek or bay. In Houston that distinction is the whole argument, because it means anything entering a storm inlet is entering surface water.
Under the Clean Water Act, discharging a pollutant to waters of the United States from a point source without a permit is prohibited. Commercial vehicle wash water is a pollutant in that sense — it carries detergent, oil, grease, heavy metals from brake dust, and sediment. A parking lot draining to a storm inlet is a point source. So a crew washing your fleet and letting the water run to the curb is producing an unpermitted discharge on your property.
And that is the part that matters commercially: the discharge happens at your site, from your drain, under your stormwater permit. The vendor drives away. The finding stays with the property owner and the operator of the site.

Containment before any water moves
The crew walks the work area and closes every storm inlet inside it with drain seals, booms and dikes. This happens before the first hose is charged, because containment applied after water is already moving is not containment.
Vacuum recovery
A high-powered vacuum system recovers wash water from up to 200 feet out — enough reach to keep pace with three pressure washers running at once, which is what makes recovery practical on a real fleet job rather than a demonstration.
Transfer to the onboard tank
Recovered water transfers into a 500-gallon tank mounted on the wash vehicle. It leaves your property with the crew. Nothing is left in a drum for you to deal with, and nothing goes to your sanitary connection without your knowledge.
Disposal and documentation
The water is disposed of off-site through appropriate channels. The process is built around EPA best management practice for vehicle wash water, and we will walk your safety or environmental manager through it before the first wash rather than after a question is raised.
What the property owner is actually liable for
Operators of industrial and commercial sites in Texas generally hold stormwater authorisation through TCEQ, and municipal separate storm sewer system (MS4) operators — cities like Houston — are required to run programmes that detect and eliminate non-stormwater discharges into their systems. Those two facts combine into a practical reality: an unpermitted wash-water discharge is traceable to the property it left, and both the regulator and the city have a mechanism for acting on it.
Consequences run from a notice of violation and a corrective action requirement through to administrative penalties, and — for sites where environmental performance is contractually audited, which is most of the petrochemical corridor — the loss of a contract. The wash that caused it will have cost a few hundred dollars.
