How it is done safely
Protect what water must not reach
Alternator, air intake, ECU and exposed connectors are covered before anything is applied. This is the step that separates degreasing from creating an electrical fault.
Apply degreaser and let it work
A solvent-based degreaser at moderate temperature, given real dwell time. The chemistry breaks the bond; blasting it with pressure instead drives grease deeper and pushes water where it should not go.
Low-pressure rinse
Rinsed at low pressure and controlled angle. High pressure into an engine bay forces water past seals and into connectors — the reason people believe engine washing is risky is that it is usually done this way.
Recover the runoff

Katy's newer commercial and industrial parks drain to engineered detention ponds that discharge into the Buffalo Bayou watershed.
